SPOTLIGHT: Orange County, CA’s Education & Prevention Programs

The National Council on Alcoholism and Drug Dependence-Orange County, in Lake Forest, CA offers several programs aimed at eliminating alcohol, tobacco and other drug problems in the county. The program is dedicated to creating and implement effective prevention strategies through collaborate efforts that reduce alcohol, tobacco and other drug-related issues and use in the community and schools. The programs are:

  • Underage Drinking Prevention
  • Tobacco Prevention & Cessation
  • Tobacco Intervention
  • Drug Free Communities
  • Sober Truth on Preventing Underage Drinking Act (STOP Act)
  • Marijuana Education Initiative
  • Driving Under the Influence

Underage Drinking Prevention—Funded by the Orange County Health Care Agency, this program educates middle and high school students, community adults, parents, school staff and community leaders on the dangers of underage drinking and positive youth development principles. The program also provides Responsible Beverage Service Training Certification to alcohol merchants and their staff in two unified school districts.

Tobacco Prevention & Cessation—This program, also funded by the Orange County Health Care Agency, educates middle and high school students and provides educational events on the dangers of tobacco, e-cigarette, and vape use. It also provides education to tobacco merchants and their staff in two unified school districts.

Tobacco Intervention—Called TIP-OC, this is a state-funded project through California Prop 99 monies. TPC-OC’s goal is to reduce secondhand smoke exposure. Gathering data by observation and surveys, it offers technical assistance and training to multi-ethnic and low income adult residents in Anaheim, Fullerton and Santa Ana.

Drug Free Communities—The Drug-Free Communities program is directed by the White House Office of National Drug Control Policy (ONDCP) in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA). Grant funds are used to facilitate the South Orange County Coalition (SOCC). SOCC is comprised of members who actively participate in the prevention of prescription drug abuse and underage drinking by providing training, resources, collaboration and support to members working on substance abuse prevention activities. Youth activities and prevention education are offered to help increase awareness and prevent underage drinking.

Sober Truth on Preventing Underage Drinking Act (STOP Act)—The STOP Act is a federally funded program by Drug Free Communities from SAMHSA. It enables SOCC to provide various intervention methods such as Responsible Beverage Service Training Certification to alcohol merchants and their staff, educational presentations on alcohol furnishing laws, and consequences of underage drinking, and Town Hall meetings.

Marijuana Education Initiative (MEI) – Promoting a balanced and informed understanding of the effects of youth marijuana use. Provides educators, schools, communities and families with information and resources to better understand and confront the challenges associated with the changing dynamics created by legalized marijuana.

Driving Under the Influence (DUI) —The DUI program is licensed by the state and contracted by Orange County to provide alcohol education to individuals convicted of DUI in Orange County. Services include process/educational groups, face-to-face interviews, and formal alcohol education classes. All activities are offered in multiple languages.
